Hotburo case study: UX architecture and interfaces for Obrii, Ukraine’s labour-market system in Diia — MVP logic, app, web cabinets and first visual style.
Obrii is the Ministry of Economy’s new labour-market system, running inside Diia. An estimated 12.5 million Ukrainians are currently outside the labour market. The goal is to bring in 100,000 people this year and 4.5 million by 2030. The beta launched in Diia in summer 2026. Hotburo was responsible for the interface side: the architecture of the app and web portal, and the interface design.

The challenge
The state wants to bring millions of people back to work. That needs a service that is easy for both people and employers, from the first sign-in to real services. The key question at the start: how to structure the product logic so it can launch in stages and keep growing.
The solution: architecture and MVP logic
We designed the architecture of the app and web portal together with OTOY. Hotburo’s art director Anatolii Shovkovyi built the MVP logic with OTOY, which was later refined with the Ministry’s internal team.
Visual style and interfaces
In creative sessions we proposed the colour direction. The identity — logo, mascot and communication system — was created by the agency I AM IDEA. Hotburo made the first version of the visual style for the app and cabinets and designed their interfaces.
The project was then handed over to Kitsoft, SoftServe and other teams for development. We still make micro-improvements, and OTOY became the CEO of Obrii.
The result
The first two services are live in Diia: a professional development grant, and remote dismissal for people whose employer stayed in occupied territory. Next comes a phased rollout to 2027: e-employment, a registry of able-bodied people and AI vacancy matching.
